Financial Operations Supervisor
Description

Responsible for oversight of financial matters related to a large scale governmental operation as well as supervision of finance staff, providing direction, quality control of financial records, property and equipment inventory, budget preparation and monitoring, and direct communication with the Comptroller pertaining to the financial integrity of the organization. The following are considered essential functions for the job:

Duties and responsibilities

A. Oversees and tests complex accounting functions performed by subordinates.
1. Performs, advises, and monitors the accounting work involved in the installation, operation, and auditing of accounts within the prescribed guidelines and time frames.
2. Assist Comptroller in the preparation of budgets, providing recommendations on projections and Authority’s financial stability.
3. Responsible for ensuring that all program reports are prepared accurately and submitted timely.
4. Provides detailed direction in implementing various financial methods, procedures, and regulations.
5. Keeps Comptroller informed on all aspects of the financial operation, and makes recommendations and troubleshoots relative to department progress.
6. Assists Comptroller with annual audit.
B. Develops and maintains effective working relationships.
1. Provides team leadership in obtaining a high level of productivity, accuracy, quality control, and expertise within the department.
2. Supervises and trains the finance staff as assigned.
3. Works with the Comptroller to direct the work assignments of the finance staff.
4. Develops and maintains good working relationships with HRA staff, vendors, residents, and the public.
5. Provides expertise and direction in the explanation of regulations, financial procedures, accounting requirements, financial records, and the status of financial accounts to appropriate employees and the public.
6. Addresses questions and complaints as they arise and resolves them in an appropriate and effective manner.
C. Performs related duties as assigned.

Knowledge, skills and abilities necessary for success include:

A. Knowledge, skills, and abilities:
1. Superior computer and analytical skills to effectively assemble and track data, compile complex financial reports, and various degrees of data input.
2. Thorough knowledge of the principles, rules, regulations, policies, and methods concerning governmental accounting and general acceptable accounting practices and finance.
3. Thorough knowledge of computer programs and data processing systems, modern methods, practices, and terminology used in financial and statistical record keeping.
4. Thorough knowledge of applicable laws and regulations regarding privacy and confidentiality and the ability to implement laws and regulations.
5. Strong ability to apply and adapt established methods to a variety of accounting transactions and problems and to analyze trends, causes, and effects of fiscal practices and procedures.
6. Strong ability to implement accounting policies and procedures.
7. Strong ability to execute accurate mathematical computations, excellent keyboarding skills, and various types of electronic recording and information systems used by the department.
8. Demonstrated supervisory abilities.
9. Demonstrated ability to plan, prepare, interpret, and maintain quality records, files, and multiple facets of the finance department.
10. Ability to communicate effectively both verbally and in writing.
11. Demonstrated ability to exercise sound judgement, perform work in a courteous, professional, and diplomatic
manner, and establish and maintain harmonious working relationships both inside and outside of the Authority.
12. Ability to discern, discuss, and disseminate information.
13. Ability to work effectively with people of all social and economic backgrounds.
14. Demonstrated ability to initiate work projects, organize, and disseminate workload appropriately and effectively manage time.
15. Possess strong organizational and leadership skills.
B. Education/Experience:
1. Graduation from an accredited four year college or university with a degree in accounting; and
2. Five years’ work experience in a combination of accounting services and government accounting with progressive responsibility; or
3. Any combination of relevant education and/or work experience as may be acceptable as equivalent by the Executive Director.
4. Supervisory experience preferred.
C. License or Certification: CPA or CMA preferred.

PHYSICAL REQUIREMENT:
A. Must be able to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and performing repetitive motions.
B. Must be able to perform sedentary work exerting up to 20 pounds of force occasionally and 10 pounds frequently.
C. Must be able to possess the visual acuity to prepare and analyze data and figures, view a computer terminal, and do extensive reading.
D. Wages and benefits:

The HRA offers a competitive wage starting at $6,360.25 to $7,369.25 per month. The benefit package, in the current contract, includes health, dental, flexible spending plan, life insurance, long term disability insurance, vacation, holiday, personal, and sick leave, as well as an employer paid retirement plan.
