Professional accounting work involving preparation, maintenance, analysis, and auditing of financial records and reports in accordance with Authority policies, State statutes, and federal regulations.
Duties include analyzing and monitoring financial and budgetary systems, executing complex accounting functions, and recommending improved procedures and methods in accordance with Generally Accepted Accounting Principles (GAAP). The work is performed under the direction of assigned supervisory staff.
A. Compiles, maintains, and audits financial accounts and statements for Authority departments and contracted agencies; provides financial data and technical expertise for use in decision making and budget formulation.
B. Performs general ledger accounting functions, including preparation of audit statements, journal vouchers, financial statements, trial balances, reconciliations, verifications, and account adjustments as required.
C. Obtains, prepares, and audits data used in reports and statements for internal departments; prescribes accounting procedures and methods as needed.
D. Develops, tests, updates, recommends, implements, and reviews improved work procedures and methods, including participating in the development and modification of various computer applications and programs; ensures accuracy and compliance with Generally Accepted Accounting Principles (GAAP); monitors legislation and Authority policies to ensure compliance with state and federal regulations.
E. Prepares and maintains a system of fixed-asset accounting for the recording of buildings, land, and other capital assets owned by the Authority.
F. Compiles, reviews, and participates in the preparation of Annual REAC (FDS) submission, the annual audit, work papers, internal control narratives, and financial statements for the Authority and the State Auditor.
G. Demonstrates punctual and reliable attendance in accordance with designated work schedule.
H. Complies with applicable safety rules, laws, and practices; uses proper safety equipment and procedures in all operations.
I. Performs related duties as assigned.

1. Working knowledge of GAAP theories, principles, and practices of governmental accounting and fiscal management.
2. Knowledge of the uses and applications of financial software applications, databases, and spreadsheets.
3. Knowledge of cost analysis methods and auditing procedures.
4. Skill in effectively planning and organizing work.
5. Knowledge of relevant state and federal laws, rules, statutes, and guidelines regarding governmental accounting practices.
6. Skill in operating equipment, including personal computers and associated software programs.
7. Skill in performing mathematical calculations rapidly and accurately.
8. Skill in performing and verifying detailed work and data efficiently and accurately.
9. Skill in interpreting statistical data, financial statements, spreadsheets, and computer reports.
10. Skill in using accounting data to solve problems, make decisions, and formulate projections.
11. Ability to establish and maintain effective working relationships with staff and the public.
12. Ability to communicate effectively, both orally and in writing.
13. Ability to maintain confidentiality, with the understanding that unauthorized access and/or dissemination of data may be prohibited.
1. Graduation from an accredited college or university with a Bachelor’s degree in accounting; or
2. Graduation from an accredited college or university with a Bachelor’s degree in finance and two (2) years full-time paid verifiable accounting related experience; or
3. Any combination of education and work experience as may be acceptable as equivalent by the Executive Director.
Valid Driver’s License is required.
A. Must be able to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and performing repetitive motions.
B. Must be able to perform sedentary work exerting up to 20 pounds of force occasionally and 10 pounds frequently.
C. Must possess the visual acuity to read and prepare reports, transcribe, view a computer terminal, and do extensive reading.
D. The HRA offers a competitive wage starting at $27.10/hr. The benefit package, in the current contract, includes health, dental, flexible spending plan, life insurance, long term disability insurance, vacation, holiday, personal, and sick leave, as well as an employer paid retirement plan.
